Belmor's lord, held in contempt by most. Prefers drink and lechery to the responsibilities of power
Rugin has been ruling Belmor for half of his fifty years. That no major disaster has yet befallen the town since then can only be attributed to luck. Rugin believes that the point of being Count is to enjoy himself, and he spends lavishly on parties and luxuries. He has fathered a string of bastards with barmaids and servants. About the only decent decision he has made has been to allow the Council to run the day-to-day affairs of the town.
Rugin is a rough-looking man, his lifestyle having taken a toll on him. He smiles less than one might expect and has developed a quick temper as he has grown older.
